To be honest I'm not even sure if the magic that makes a pack for my world will work on the wolves here. For a wolf to become pack in my world a piece of the Alpha's flesh and blood is consumed by the person coming into the pack and it binds them together, allowing the Alpha to draw on strength when needed from the pack members or help heal them.
Most wolves in my world are dominant to varying degrees. In North America I'm probably third or fourth most dominant currently of all the wolves. Then we have submissive wolves who are our treasures and we protect them as best we can. But for us an Omega is completely different than what you are talking about. For us an Omega is a wolf who is as dominant as an Alpha with all of our protective instincts but there isn't any of that drive for violence. They just want to protect the pack and keep everyone in it safe, even from themselves. Omegas can also spread out peace to other wolves to calm them. They are a true blessing.
All of the packs back home for me are united under one man, the Marrok, who keeps us all safe and such. His two sons are above me and then me. I know that if we do attempt this we are going to have to figure out who all is dominant amongst ourselves if we try to make a pack. And I would never ask a person to be less than what they are.
If anything, perhaps this could just be a way for us to lean on each other when needed whether we're bound as a pack or not.
