Well, yes and no. Time isn't constant, it's changing all the time. It doesn't move in a linear pattern always. But Daylight Savings is more about how the sun's rise and fall changes throughout the year and adjusting our personal schedules to match. Not every where in the world does it. You don't technically lose that hour. It gets picked back up later in the year when we get closer to winter.
