I've known people like you've described, but fortunately, I've never had to deal with them on any consistent basis. But I do know how draining that could be, especially if he's your brother.
My situation is... I grew up with brothers who are twins, a few years younger than myself. They were... rambunctious, to say the least. A holy terror, more like it. They were mischievous, loved to pull pranks and their main target was myself. I was the butt of their teasing and torment, and yet the rest of my family didn't see it that way. They always dismissed their behavior... 'that's the way they are'... 'boys will be boys'. Sometimes the rest of my family, my father, outright laughed at how they treated me. I was told to 'get over it', and that 'it isn't that bad' and 'they prank everybody'. Not exceptionally violent, no. But in a way, it was. There was a physical element, but they were tearing me down, psychologically. And it seemed to get worse, over the years. It made my life hellish.
