That is the confusing part. I am a man outside both timelines, watching each occur. My whole adult life I have striven to fight for the rights of my people, Africans who are suffering numerous atrocities, and have watched as governments turn a deaf ear. If super heroes were here now to stop that suffering, I would side against any such legislation limiting their ability to stop genocide or any singular threat that humanity could not hope to overcome.
At the same time, I understand that without some sort of system to keep them in check, what is there to stop any of them from doing as they wish and not caring about the collateral damage in the aftermath? Who bears responsibility for the cleanup? For the lives lost? What if their judgement to intervene is flawed or rash?
