The OOC comm for the tornado_watch RPG

So... I'm reopening the game.

I put in enough effort that I'd really like to see this game take off and if not, well, at least I won't feel like I should have tried again.

That said, reopening will be Nov 12th. All previous characters will be respected (as in, I'm not clearing OUT the game) but I would like to get this going.
