1) Training classes people have been going to - areas they feel they're lacking, if they want to add anything else, etc.
2) The idea of making agent missions mandatory instead of voluntary. In other words, if he feels your powers are best suited for something, and you're an agent, you're pretty much going. It's just difficult to run a set of agents when people are like 'but I have a coffee date that night!' Not that ANY OF YOU have done that//were planning on doing that, but in a real life situation where this is a 'voluntary' position, it could happen. But he wants it to be a discussion, not an all out policy. He's not looking to threaten or force something on people, more feel out the waters.
3) Where they want to go from here. In other words, as previously stated, the HFC isn't all that polished and well run, but if they continue to leave them alone, could they develop into a potential threat? Should they start hunting down major operators and trying to gain insight into their long term plans? Or should they be focusing on the government at large//finding more labs, etc, and not worry about the small fries rn.
