Funny how this shit lands on my lap. The clans couldn't all fit in the bunker, Skaikru included. So there was a conclave. Each clan had a champion to fight. Luna was one of them. She wanted to kill everyone so no one could go in the bunker.

The champion got to decide who went into the bunker. Octavia came out the winner.
