No one over here even seems to understand it, much less control it. I haven't been here nearly as long as others, so I have heard of this output end of the portal moving around to other places (and those of us brought here by it with it). But the portal could be an interdimensional phenomenon not being consciously caused/exploited by a person. There were (rare) interdimensional comets in my universe, and one once got stuck between universes, creating a portal until we brought it back into one universe.

So... I am not saying you're wrong. There are simply a lot of possibilities.
