If you aren't completely sure you can follow the rules skim through the network to find one of the people offering to take them off your hands. I've name-dropped the military base to rent a room at the community centre for a screening of Gremlins tonight at 6pm. They will attempt to break the rules. The consequences are different for each one.

Sunlight: they'll die, kind of messily.
Water: they'll multiply.
Food at night*: they'll turn into gremlins like the gif there, which are dangerous and chaotic.

*Midnight until the sun comes up the next morning, but it's probably wise to make the cut off more like 9 or 10pm.

One wonders how these creatures manage to survive at all with such strict rules governing their existence. Do you know where do they come from? The film was rather vague on their origins.

No idea. I think the implication was supposed to be some kind of exotic Oriental land where everyone is wise and spiritual enough to keep the rules.

Well that's not highly problematic at all... Is there any protocol in place for careless caretakers who suddenly have a litter of Mogwai and/or slimy cocoons ruining their hardwood floors at home?

Yeah, it was the eighties. I think we're just lucky it was only an implication.

Not yet, but I'd wager there are people who'd be happy enough to deal with it.

A town-wide containment area seems like a simple enough plan, if it weren't for the highly sociable nature of the creatures. Caging them seems like a needlessly cruel solution. Disposing of the cocoons is another matter.
