A Note about Healers in Tensor. Everyone, Please Read.
While powered individuals are growing in number all over the world, Healers in particular are still only cropping up in about one percent of the entire population. They fall into two categories: self healing and those who can actively heal others. The former grossly outnumber the latter, which in turn make the latter a very important resource for nations which are lucky enough to have active healers manifest among their population. Xavier's has a higher percentage of Healers in their campus population due to training. There are healers as students being trained, and there are healers as teachers and staff, training the younger healers and attending to the students.

It is important to note that we are following canon in terms of who are healers and where they fall on a sliding scale of capability. With the minor exception of powering up non powered heroes to fit into our setting.

While there are by now three generations worth of healers wandering the planet, they exist in various skill sets. There are enough of them to be fairly accessible in large cities or to the wealthy, but in less populated areas they are likely still a rare occurrence. As in canon, the majority of these healers can only work small healing. Any healer who shows a gift in excess to this generally ends up scooped up for extensive training.

At Xavier's, with their larger concentration of Healers, the chances of an injured or ill student encountering one is high. However, healers need to train through active use of their abilities. Which means in some cases you may be getting a younger, less experienced healer (being supervised by a trainer). You will not always see a Healer like Josh. Josh may be called on by the staff or officials to heal severe injuries or other important medical needs. However, he is officially a student in training. He is underage and a civilian. S.H.I.E.L.D. or school officials must ask him to intervene. They cannot force him to. Please keep this in mind when considering injuring characters. Josh is a resource, yes, but he is also a person. He has a right to refuse, and will need to be asked.
