Summary: Two department heads discuss the future of the Ministry.

Yaxley wasn't his favorite person in the world, but even Xavier had to admit that the MLE was a much better place with him at the head. And with himself as Head of Magical Transportation, things were running much more smoothly as well - as quick and smooth as a finely oiled broomstick, in fact. With the two of them working together, there was little they wouldn't know about those that threatened the new order. Xavier even had his eye on a few of his other associates - just to make sure everyone was doing what they should. Quislings and traitors had appeared in every war to date, so this one would be no different, and he, at least, wasn't going to be caught with his pants down.

Walking toward Yaxley's office, he noticed that his progress was marked by several of the on-duty Aurors and hit wizards. He gave them a smile that wouldn't melt better as he knocked once and then opened the door.

"I say, Yaxley, your men and women are so terribly diligent, aren't they?" he said as he stepped inside, knowing he was expected. He met his counterpart's eyes as he smirked and shut the door. "It's almost as if they suspect me of killing my unlamented former boss with the suspicious looks I was getting."

His upper lip curled. "Tears?" That was just sad. "They're doing what you expect, aren't they?" he asked. If they weren't, he was sure that they could figure out a way to handle them.

He leaned back in his chair and waved his wand, pulling up another so that Selwyn could sit. "And just how are you reorganizing things, if you don't mind my asking?"

"Of course they are. They're just sobbing into their biscuits over bloody McGavin. If I have to hear another one of them go on and on about the 'fine legacy' he left us, I might hex someone."

Taking a seat, he crossed one leg over another. "Well, for one, one of the Mudbloods was an assistant in the Floo office. Dolores will deal with that soon enough, though. I asked her especially to make sure he was on the first round," he said. And he'd gotten a close up look at that eye of hers. If he'd known it was an option, he'd have salvaged it for himself. It made quite the statement, and he had to wonder who she'd bribed to get a hold of it. "And any requests made by Mudbloods are, of course, being ignored. Our paperwork now has a box pertaining to blood status, so we can do things properly, of course. No sense wasting resources on those who don't deserve it."

There'd be a few grumbles about that, but he'd dealt with them quick enough.

Yaxley shrugged. "They're going to lament. People are adjusting to Scrimgeour's retirement slowly. They'll come to their senses in time. They don't really have a choice." He didn't think they should all be afforded one, either.

"Good." He nodded his approval. "It's best to weed them out of the Ministry quickly." He was even more pleased to hear that they were ignoring Floo Network hookups to Mudblood houses. "But you're recording their addresses, yes?" he asked. "Should we need it later. You've heard about the Mudbloods lying on their forms? Stupid lot, aren't they? As if we wouldn't find out."

Pulling a face, he shook his head. "No, they don't, I just wish they'd get on it already. I'm sick of hearing about the man." Both of them. They were gone, and things would be better if they'd hurry up and realize it.

"Of course we are. I've forwarded their names on to Dolores already," he said, shaking his head. "We've had a few requests for Portkeys as well. I'm toying with the idea of granting the requests, but sending them straight to Azakban. What do you think?"

It was terribly tempting, but only if he got to see their faces. "And yes. Heard a few didn't send theirs in, either. Ridiculous, if you ask me. Making us hunt them down won't help matters."

"I'm sure you are," said Yaxley, but as long as he didn't have to hear about them, he didn't really care.

Selwyn managed to catch his interest with the Portkeys to Azkaban? "They're really going to the Ministry for their requests?" he asked, and then let out an ostentatious laugh. "That's quite stupid, isn't it? And also a breech of contract, I believe. You'd be right in sending them to Azkaban. I won't argue if that's your decision."

Yaxley reached for a file in his inbox and started to shuffle through it. "We've got some names. And the people who haven't turned their names in have been reported. They'll be rounded up soon enough."

"Oh, there haven't been any since I took office, but there was a bit of a backlog," he said, smirking a bit. "One couple - both Mudbloods - want a Portkey to Tahiti for their honeymoon next week."

And that would be a rather amusing gift, wouldn't it?

"How are things in your department? The Chief Auror and Chief Hit Wizard giving you any trouble?" His question was casual, but if they were, well, all the good for him, really. Yaxley might be deft with a wand, but if he couldn't control his department, the Dark Lord might not look upon him as favorably.

"Aw," said Yaxley, clearly unaffected by the 'romance'. "So they'll get a little wedding surprise." If they were stupid enough to use their Portkey. He was no fool; he realized that the Ministry was garnering a lot of suspicion at the moment.

"Robards is suspicious, but he'll get over it," he replied. "He doesn't really have a choice, does he? I think he realizes I can make things rough for him. He was friendly with Scrimgeour, but that doesn't mean anything now. The Hit Wizards are easier to deal with at the moment."

He eyed Selwyn for a moment. "Tonks is an Auror. We know she's a member of the Order of the Phoenix. We're going to track all known Order members. I don't suppose you'd be willing to lend a hand, there?"

"Everyone deserves a little surprise on their happy day," Xavier drawled. It was petty of him, but why be the head of the Department of Magical Transportation if you couldn't be petty occasionally? It was the little things that made life worth living, after all.

He made a menta note to keep an eye on that Robards fellow. As far as they knew, the man wasn't a member of the Order of the Phoenix, but they didn't know all the traitors. It would do to keep that one under surveillance.

"Ah yes, the new Mrs. Lupin," he said, lip curling. How a girl - even a half-blood - could sully herself with an animal made his stomach turn. It was clearly her mother's influence - Mudbloods were nearly as bad, after all. "I can do my part, certainly. I think the whole lot of them should be Tracked, don't you?"

His fingers tapped a staccato on the arm of the chair. "They're not stupid enough to request Portkeys, though I wish they were. But the Floos can be monitored, and perhaps we can do something about Apparation, as well."

Yaxley nodded. "Track them all, then. We haven't received anything from her father yet. I'm not sure that we will, either. He already can't be trusted. He's been punished for that, too."

He didn't think they'd be using Portkeys - not Ministry approved ones. "The Floos of all known Order members should be monitored, yes. If they give us reason enough, we might even be able to block them. If you can manage something with Apparition, that would be ideal, but I don't know whether that's possible or not."

Eying Selwyn for a moment - assessing him, really - he finally raised his brows. "Perhaps something can be done with Anti-Apparition areas?"

Xavier wasn't entirely sure he liked the orders coming out of Yaxley's mouth, but he nodded anyway. Being good at taking orders was essential and if he could ingratiate himself with Yaxley, as well as Bellatrix it would make things all the easier.

"I'll start on the Floos immediately, and we should see what the girls and boys in the Department of Mysteries can come up with us for Apparation. That sounds like just the type of thing that would interest them," he said, opening a file and scrawling a note to himself on a spare sheet of parchment."

Xavier's brows rose in reply to Yaxley's. "Perhaps, yes. We'd need to designate certain areas, of course. What are you thinking of? For the Ministry itself, for Diagon?" It was an intriguing idea. "Might do well to keep an eye on who, exactly, is coming into the Ministry. And those who are leaving. Be useful to know where and when they go when they leave here."

He made another note.

Yaxley's eyes gleamed. "Excellent." He and Selwyn were on the same page. That would make things infinitely easier.

"I think monitoring everyone who comes into the Ministry is a good idea. Potter has been able to break into the Ministry before, and I wouldn't put it past him to try it again."

His mouth twisted up. "Do you think you'll be able to design a system?" he asked. "One that some of us won't be limited to using? I'd rather not travel the way the rest of those sorry sods have to."

Xavier threw Yaxley a look. "Of course. Floo's the best way to keep an eye on things, so we'll have to switch over to that. Perhaps Anti-Apparation wards on the building to discourage that - with some exceptions. We've got some bright wizards in the building who can figure that out, I'm sure. Specific wards aren't all that difficult to produce."

He doodled on his paper as he thought. "We'll require everyone to use the Floo - though Flooing everyone in via the tellyphone booth would be impractical. Perhaps there's another way, with something similar. A marker of sorts, so we know who's coming in and when." Come to think of it ... "Think the Germans have something similar, actually. I'll see what we can do. The sooner the better on that score."

"Yes, no Apparition into the building," agreed Yaxley. "We don't want anyone popping in."

He nodded as Selwyn started to think about proper entrance ways. "Use the main entrance," he said. "Everyone can Apparate outside and walk in. You can handle the markers. I'm not sure what you're thinking, but I don't want Potter or any of his little supporters being able to get in. Whatever you can do to make that as difficult as possible." He flicked a hand at Selwyn's paper.

Xavier smirked. "As difficult as possible?" he echoed, an idea forming. His smirk slipped into a grin because it was degrading and awkward, and he rather liked it for those who wouldn't have the opportunity to Apparate in.

"I think I have just the thing, actually."
