Kurt Vonnegut said in 1987 "Belief is nearly the whole of the Universe, whether based on truth or not." and Loki was sure that that resonated deep with most humans. Whether it was belief in God, their countries, or some symbol of nationalistic pride behind a red, white and blue shield, belief was important. From self-worth to defining decisions like dropping a bomb on Hiroshima, one always had to believe that one was doing what was best to go through with it, whether or not they were right; whether or not it was true never quite factored in until later, when the dust settled and everyone could regroup and re-evaluate.
And so Loki met Tony Stark where he'd asked to be met with plans to tell him about the dangers of the Tesseract and the looming threat of Thanos, lingering in the shadows with all the will and all the power to destroy the earth on a whim if he didn't get what he wanted. He would tell him of the deal he'd struck to save earth: reclaim the tesseract in exchange for the planet. Of course, he wanted to rule the planet, of course he wanted to subject humans into his service, he'd always wanted that and there was no denying it, but he would explain that it was all hinged on a deal with Thanos to recover the tesseract from earth, else the planet be ruined. It was the only thing he could do.
Loki appeared, as promised, without his staff and waited beneath a tree for Stark to grace him with his presence.
