There is a clown with a balloon wandering around outside around the abandoned sideshow booths. It's not a friendly.

He disappeared but may have gone into the sewers.

They won't appreciate it but it sounds like a good time to keep the children indoors.

I kept them off of the post to not cause any unnecessary alarm. Some will probably end up going outside anyway, but even without it running around, that's probably for the best.
