When Snape joined DE,which was somewhere in 1978-1979,the so-called VoldieWar I(fanon name,I know)was in it's finishing stage.It was to last "only" 2-3 years more.The very fact that it was later refered to as "war" by characters,as well as the fact of everyone being afraid to speak his name,tells us,without a shadow of a doubt,that Voldemort's group was widely-known to have been an extremelly violent group,responsible for hundreds(maybe thousands)of disappearances,tortures and deaths(call them terrorists,if you will).

The length of time is a misleading argument. There is canon evidence that the war only escalated in its last year or two. That until then it was a more underground affair with all but the insiders having little idea about its scale. We know Regulus joined at 16 (and a year before he died) - around 1978 or 1979 (depending on whether you believe the Black Family Tree), and at the time he joined he did not expect to kill as a DE (according to Kreacher's report). We also have Crouch Sr's timeline - he was still rising meteorically when he changed the rules of engagement for Aurors and was still on the rise when the war ended (people were still expecting him to rise further). If we accept the dates from WOMBAT3 he was probably appointed DMLE head by Milicent Bagnold when she was a new Minister in 1980. This places the wave of terrorism that led to the new policies in 1979-80.

We don't know when the general wizarding public realized there was a war going on. We know Minerva, Hagrid, Molly and her friends were aware of an 11-year war, but they were in the thick of things. As far as one can tell, before 1979-80 there were many mysterious, unsolved, disappearances (those people became the inferi in Tom's cave) - there may have been rumors that they were caused by DE activity but no evidence. And I'm guessing there were events resembling the behavior we see at the QWC - public displays of power, threats to Muggles, low status magicals, acts that gave the Ministry trouble wrt wizarding secrecy.

So,the argument that any fresh recruit in 1978-79 would be unaware of what (generally) expects them and what Death Eaters are doing,is,quite simply,completely unsustainable,in light of everything we know from canon.


Kreacher's report of what Regulus expected to be doing as a DE, around 1978-9 actually supports oneandthe truth's view.
