Sincere - but not really truthful. I think the implication was that muggles were defenseless against wizards - I personally think they would be considerably more difficult to subdue than that statue implied.

Aside from the fact that it wasn't the 'true' ministry - but Voldy's ministry that erected it, I think it was still trying to convince the wizarding public of something untrue -- Hwyla
