Hm. Not unreasonable, but I don't know if we can say it's the case at Hogwarts. For one thing, a person could have been appointed captain for only the previous year, whereas they'd definitely have had two years of experience as a prefect. It seems illogical.
Still, perhaps I should hope that it is and that James Potter was a captain (again, I don't think we know, although it seems reasonable and even likely) and therefore eligible, because it makes the scenario a little less ugly, although it's still the kind of choice I have to wonder about on (what I presume was) Dumbledore's part.
