It's not, but she was saying that in the analogy where Lupin was a criminal pedophile and Severus was a schoolboy (i.e. they would not be the same age), this sort of scenario would be analogous to what happened to Severus in the tunnel. (It's not correct, I don't think, because Lupin most likely never got anything like that close to him.)
