The main wartime installations were inside the Cliffs, far enough underground to survive a German attack. That did not mean that the Cliffs themselves had not picked up certain resonances, certain echoes, of the defensive measures the Muggles had taken to protect their installation, or that some areas were not contaminated with fuel oil or cordite. The Cliffs were also far more accessible than the underground installations, and far less subject to notice by Muggles.
This was why Severus cast a chameleon charm on himself, set his broom to hover, and carefully collected samples from the great chalky Cliffs.
