Town Hall can be located at the center of town. Before it sits the square consisting of a small geometric park meant more for show than loitering, however for the holiday season it had been decorated with lights in the trees and along and above the pathway that wound and meandered but would eventually lead up the stairs and into the government building. Just inside the main doors, visitors are guided to the party room via an otherwise dark hallway flanked on either side with trees wrapped in white lights whose boughs weave together overhead and are draped with lavender lilac blossoms and hanging white wisteria. The path offers a glimpse of the ballroom's interior, mainly the view of three decorated Christmas trees at the opposite end of the ballroom. In front of them musicians play holiday music live on stringed instruments and a small piano.

Just past the entrance sits a warm rectangular room with hardwood floors and tall gold pillars stretching up to high, arched ceilings painted with different depictions of town and life in Shadow Falls throughout time. The decor is traditional, the pillars wrapped in evergreen garland that stretches out from each across the ceiling to meet in the center of the room at a large crystal chandelier that lends light to the majority of the room. The chandelier is repeated in six smaller versions along the perimeter hung and varying heights. Green wreathes hang in the center of eight sets of French doors along the eastern and western walls leading out to a balcony, closed for the season but still marked with strings of white holiday bulbs. Within the alcoves created by the pillars are groupings of linen clad tables and chairs for relaxing. Strolling waiters dressed in all white provide hors d'oeuvres and drinks.
