JL:E is the best "Justice League" I've ever read. I won't lie, when you read it, you're going to think, "Oh, an Authority knock-off." To some extent, it is; Joe Kelly created the first Elite as a means of showing that Superman is superior to gritty, "mature" comics like Authority. If you can get past that, though, it's a marvelous, MARVELOUS comic. It's the Authority playing by traditional "super-heroes don't kill" rules, and it works because Joe Kelly understands how super-hero powers can allow them to be able to not kill. It works because Joe Kelly understands that broken people need other broken people. It works...and I just now thought of this...because it's Leverage on the JLA scale. I loved the series, and maintain hope someone with the right cops at DC will bring it back.
