Yes. That's why the Nightwing Annuals (both the one where he tricks/marries/not-marries some random girl and the one where he sleeps with while engaged to Kory) are both w-a-y out of character. Dick doesn't usually use women (that's part of his attraction). The girl in the Wolfman run of NW who he lost his virginity to (and was a villain) still made him conflicted (Roy/Cheshire style) years later. He loved (and in a way still does) Kory and was willing to marry her. He loved (and definitely still does) Babs and proposed to her. The thing with Helena was a one-night stand mistake (he never even took off his mask or told her his real name) but Devin Grayson actually tried to have him have some feelings for her too (to the point where visited her in the hospital on New Year's during , a scene that came out of nowhere NML-wise but came not long after the NW/Huntress mini). It's never been more than brother/sister with Donna and he and Clancy never went that far (the girl in Tomasi's run seems already forgotten).
Dick doesn't have the duality or secret-identity paranoia of Bruce. I don't think he would start seeing bimbos or society types for appearances sake like Bruce does (Bruce doesn't even sleep with his bimbos) and until Bruce adopted Tim and Cassandra and Jason (who was dead) and until Damien came along, Dick was the sole heir of the Wayne fortune. He's probably use to the attention by now.
Also so many modern-day writers/artists have grown up with the idea of Dick as the DCU male sex symbol that I think most of them just put in all the sexual glances he gets from females (and some males) as some in-joke shared with the readers. We all get it.
