Then we see her testing the suit with her parents. The suit can absorb any type of energy and then convert it to another (such as electromagnetic energy or pure kinetic energy) or redirect the energy. A rather unique power with the only other person that I can think of having the same power is the later Gazelle of the Threeboot Legion of Superheroes.
She decides to test it in another way and....

The people who did the attack are named Scorpio and wanted the harness of course. They run after they hear GL's on the way and decide to make a run for it and come back later. Celia survived of course thanks to the harness.

And later after the scum are arrested Celia of course mourns for her parents at their funeral.
And the story ends with Celia donning the suit with patriotic colors and the such (as shown on the cover) and setting out to be a hero.

The story begins with a flashback to the dead of Paul Kirk the (original?) Manhunter and how he died. And yes I LOVE this page. Also if anyone can post the original version of that story I'd be delighted since I've NEVER seen it which is a shame.
Nightwing of course tails him and quickly realizes what Kirk DePaul is.
Most of the issue is simply Nightwing and Manhunter pitting each other against their best skills and being fairly even.
Nightwing has been tailing him since DePaul was going to sell weapons grade plutonium to some very bad people in Kenya and Nightwing has no reason to think otherwise but then...the Plutonium shipment...vanished?
DePaul is one of those really complicated characters Ican't help but love even though I can never tell what they might decide to do.
He's in many ways one of those bastards you can't help but love ala Vril Dox II from L.E.G.I.O.N or at least to me, Triumph.
Some may remeber him from Kate Spencer's Manhunter series where he was eliminated by a man hunting Manhunters. He's supposedly dead but I have a theory he's actually been brought back to life recently....
