Mystery man
If I'm not mistaken, it's the Living Laser. This subplot gets picked up in the (1976?) Annual, where the Avengers fight the Laser, this General dude and a renegade faction of the Army, and Nuklo. Dunno about the whole lusting after the Wasp thing, that point wasn't picked up. Probably Shooter's idea in this story, he always did have the hots for her.
