If you think that's bad, you should see some Golden Age comics. Back then, it wasn't uncommon for comics to go back to #1 once a year (Target Comics, Airfighter/Airboy Comics, etc). And don't even get me started on the numbering mess that was Cat-Man Comics. Long story short, it was published on a very, very irregular schedule, and the numbering often changed seemingly on a whim.
