This is one of those situations (fairly rare, but easily identifiable) where the words have been forever tainted. There's no way they can ever mean anything else now.
I'd draw a comparison/contrast with "special treatment" (sonderbehandlung) which was code for the gas chambers. To me, as a teacher, it often gives me a shiver, even in situations where I know that's not what was meant. I accept though that a) many people don't know that, and b) it's an easier and commoner phrase to use innocently. There's *no* context where I would take "final solution" innocently, even if semantically the words are apt.
