Well, technically she's only been with Dick post-TKJ, despite flirting with Ted (and Dinah), and Jason Bard reappearing in her life briefly. And before TKJ, as far as I know her only canon relationship was with Jason Bard.
I mean, you do have art and writing that occasionally plays up her sexy/flirtatious side, but for the most part she hasn't really had much of a love life aside from Dick post-Crisis.
And truthfully, sometimes that really bugs me. It could be that they're reluctant to involve her with anyone but Dick, which is annoying because Dick gets to date other women and have retconned past relationships, but Babs has to just sit there and pine? It feels like a weird double standard.
Part of it is just Babs being Babs, and being a superhero, in that she's fairly private and doesn't trust easy, and has a complicated and busy life.
But I do sometimes wonder if they shy away from it a bit because she's in a woman in a wheelchair. I mean, I know it sounds crazy to say that a woman in comics is sometimes treated as asexual, but I can't help but think that sometimes factors into it. Especially the last few years, at least.
OTOH, obviously since it's such a rare thing in comics to have a story be solely about the women without getting dragged into everything revolving around the men in their lives, it is in some ways a good thing. But then again, Babs having a wee cyber-crush on Ted didn't interfere with depicting and building a strong friendship between her and Babs.
