I'm not sure things like the right to vote are taken into account by that phrase, possibly because there's not much legitimate debating to be done about it. It's hardly possible to defend keeping people from voting.
I tend to read the "socially liberal, fiscally conservative" as synonymous for "I don't give a damn if you're gay, but you're dreaming if you think you're getting one dollar to send your kid to college".
