It's a trait of Gardner Fox's writing (and of an awful lot of pulp sci-fi writers) that characters tell each other what they both know. I guess it seemed better than putting it in captions but it does give the dialogue a surreal feeling.
This is still another reason writers brought in sidekicks and rookie partners. That way you have a reason for the protagonist to do exposition, filling the readers in as well.
