That was presented after his son died and Peter began comforting Normie. At that point, Osborn decided he needed a worthy heir and Peter would fill the bill once he embraced darkness. He seemed to equate killing Norman as the final part of that.
And at the end of the story, a morally defeated Osborn is shown staring at a gun in his desk. Jenkins confirms he was thinking of eating a bullet.
