Mostly in DC Comics. And they're self-aware of it as well. Grant Morrison writes villains who admit they are evil and love it. (Insert standard "Grant Morrison's magic mushrooms" joke here.)
Most Marvel villains act either out of a personal grudge or some kind of warped "greater good" justification.
