She didn't want him to be in the gang at all. He mostly just got let in because Barbara was outvoted.

But looking back, you can actually see where she decided to kill Light when she had a chance. One moment she's all "Fine, point conceded." *pissy look* And in the next panel she's going :D, as if to say "Oh wait-- this is the perfect opportunity to kill the little shit!"
