Well, yeah, a plane drone instead of a missile, fair enough. However, I don't see anything in the text that suggests the Big Bad hacked it. It's possible that it'll be revealed later that something like that happened. But, on just as much evidence, one could wonder if it's revealed if Victor did it on purpose, or if a magic spell Nico cast backfired and summoned it.
The only big baddish character we see is on one page, and talks about "Targets" being on schedule and secure, but is just as clearly leading a big organization dealing with many non-Runaways things, so Targets could be anything.
(My guess is that this big explosion incident will be what draws the Runaways to the attention of the Big Bad.)
On the other hand, we have a clear chain: Victor discovers a crazy digital/radio hybrid signal, separates out the music, and plays it at the party, really loud. The same music is played at the Naval Weapons Air station, where a low level military guy is running a test of the drone. He says it's just about to turn to "hook onto the radio signal". At the moment it's supposed to do that, it turns the wrong way, and flies into the place playing the exact same music he was. Right now at least, the balance of evidence looks to me that the drone locked on the wrong target. And I've seen nothing that indicates hacking has been done.
