You have to remember the context: This is before the 60's. The Interwar era was really a golden gae for all kinds of collectivism of various kinds (not just communism and fascism, but most western democracies engaged in large scale efforts of social engineering at the time, The New Deal and Per-Albin Hansson's People's Home being just two examples)
There is a huge faith in progress and the idea that if you just come up with the right formula for organizing human activity, everything will turn out all right. And this belief was held by every political faction, into the 60's.
