On the other hand, I've given lots of spontaneous compliments to women I don't know well, and they never seem to be taken badly. "Your hair looks nice in the sunlight," or "I like that mischief in your smile," or (at the gym) "you just look great all over." Maybe it's because I mean it and am not being pushy. Maybe it shows in your voice if you mean it honestly.
