I don't agree, and I don't feel he's been presented that way.
I honestly don't see much room for debate here.
Morrison puts the kid as being born after Dick became Nightwing, so he's something like 7 or 8 years old. And he's an omnicapable ninja master, a polymath with an ATTITUDE. He's a detective, a good enough one to outwit basic Bat-family defenses. He could get in and out of the Batcave with ease, perfectly imitating Tim's voice (doing a good enough job to fool Batman's voice recognition software) after hearing a few words from Tim. He was able to navigate the maze beneath the streets of Gotham the first day he was ever in Gotham. What's more, he did it so well he was able to track down The Spook, a villain whose entire schtick was knowing those sewers and catacombs like the back of his hand. He can hit a bullseye with a bow and arrow while blindfolded, he can fly planes, he was doing "armed combat" parachute jumps when he was maybe 4 or 5 years old, he's managed to elude capture when Ra's sent the League after him, he's teaching poisons to someone that's been in the League of Assassins longer than the runt's been alive, he's a master swordsman (skilled enough at martial arts to land blows on Batman, essentially beat Tim when Tim lowered his guard for a moment, and kill several members of the League of Assassins), he's a scientist (check where he starts talking about the Methane production of the bats in the Batcave, like he's making chitchat), and I'm getting a headache trying to remember everything he's done.
All while being the youngest Robin to date, and with the added bonus of being Batman's biological son that grows up to be Batman himself.
He's not just the Wesley or the Poochie. He out-Wesleys Wesley, and out-Poochies Poochie.
