But that doesn't necessarily make Parker racist in the same way the AIEEEE Tigra beating in New Avengers didn't necessarily make Bendis misogynistic. It might not be racism but it sure looks like it at first glance.
I have to respectfully (and completely) disagree. When someone's artistic output in a mainstream superhero comic comes off as pretty hideously racist, it's racist. This isn't Parker inserting commentary on a racist trope with a subtext of "look, hahaha, I subvert the Ebil!Arab stereotype!", this is Parker writing something racist without any hint of meta that could make it be interpreted otherwise in the eight pages that we see here.
Whether or not Parker himself is a conscious racist? I do not know, as I said above, but that's beside the point. Someone does not have to be a conscious and deliberate racist to say, write, and do incredibly racist things. Whether or not this is deliberate conflation of stereotype by Parker or a cultural stereotype bleed via osmosis that resulted in him putting this sequence together I also don't know. But the work itself, whatever the intent, is offensive. I've always thought very well of Jeff Parker, so this is a disappointment.
