Let's see, a black humanoid pantherman with superhuman abilities and intellect who's known for his superscience inventions. Who am I talking about, Black Panther or Panthro? If you can't see more parallels between them than race, you're not paying attention.
And yes, the center of the Marvel Universe is New York City. Deal with it. Where was the Black Panther first introduced? In the pages of the Fantastic Four, a team based in New York City. Where has he had his most high profile appearances for the bulk of his career? In the Avengers, another New York superteam. Where has every major crossover event and significant story taken place? New York City, right again. Where is Spider-Man, Marvel's flagship character, located? The list goes on and on.
Thor has always, until very recently, been also centered in NYC both in his solo career and with the Avengers. The other books you mention are third-string books at best with barely above cancellation numbers and little to no impact on the Marvel Universe. Major stories don't happen in those books. Promotional attention isn't paid to those books. You want those things, you have to be located in New York where the action is.
Leaving him chained to Wakanda and a political career is fine if you are cool with him as an obscure, unimportant character in a marginal book always hovering on the edge of cancellation. If you care instead about making him A-list, you might be more amenable to my ideas.
