There is context involved here. Throughout the story, when we're not focusing on the Bat/Cat-date, we're in Gordon's office, where a worked up Bullock is pacing back and forth and expostulating to the Commish about how Catwoman CAN'T be accepted as a crimefighter, she's a CRIMINAL, for gosh sakes, and so on and so forth. In the process, he's waving his arms around and making dramatic gestures, and as a result everything in the room that CAN get smashed or damaged, does get smashed or damaged - while in the meantime, Gordon is just sitting there, giving 'uh huh' responses and wishing he'd go away. Under the circumstances, I think a little fantasizing is allowable.
