From the sounds of it, the average portion of a comic he'd be comfortable with being posted is a handful of panels, not full pages, and certainly not seven.
That's an assumption. Peter David's comment addressed “snippets” of a few panels or a full page on the one hand and “LARGE amounts (such as the 50%...)" on the other. Scans_daily's current guidelines fall in between, in an area he didn't address beyond writing, "Anything that remotely falls under the realm of fair use is of no concern."
With comics and every other type of copyright, nobody's sure what “fair use” is, in part because it depends so much on context. I suspect that for David and most other creators, they'd be relaxed about scans from older, hard-to-find comics bring shared, but they really, really hate to see their latest plot twists spoiled while the magazines are still on sale as new.
Regardless, as David said repeatedly, his own opinion doesn't pertain to what he's written as work-for-hire for the major companies. It's their product, and they get to make the decision. His own policies apply only to his own copyrights.
As I said before, I think the scans_daily mods forbade all David scans out of an abundance of caution. Was it a surfeit of caution? I wouldn't go that far. But I also think it's going too far to say that David himself has demanded his work never appear here.
