I'm sorry but the fact that supervillains are arrested in the DCU and heroes aren't pretty much says the laws of the DCU are NOT the same as in the real world. Cities like New York and San Francisco welcome teenagers without adult supervision to enforce laws for example. ANd they allow them to live in a structually impossible building
