I totally didn't see, and don't see, either one. But I've never thought of Davis' art as sexual at all, even when his incredibly hot Catwoman shows up. It's probably the rather animationy, almost Disney quality of his work, I think.
As for the hairline, that really just goes to how Davis was trying to be 50s Batman as much as he was able. In the 80s a 50s haircut was only worn by men who either WERE gay, or were clueless that it looked that way.
