Alan Moore created the entire America's Best Comics line of bright-and-shiny superheroes as a direct rebuke to everyone who was ever inspired to go grim-and-gritty by Watchmen, and has actually apologized for starting that trend, so I'd say he actually likes superheroes more than you think.
Millar, on the other hand, genuinely seems to think that his amoral, merciless, nihilistic, sociopathic characters ARE "heroic," so I think that he likes "superheroes" just fine too, except for the fact that he doesn't actually know what a "hero" IS.
