Oh, I see what you mean! That one scan you’re talking about is misleading out of context, though, because the pictures are on the other side of the bedroom. This is leading up to Tim's appearance, and so there's a lot of issues in the Year Three story arc that focus on pictures around the house. Dick’s explaining the context in that panel, when he’s saying: “Jason was your son. You should have pictures of him.” So Dick’s pointing it out for us—how badly Bruce is grieving—and the rest of the story focuses on pictures of other fathers and sons all around the house.
We see Alfred looking at pictures of Bruce and his parents on the wall, and on the other side of the bedroom here, where there's a picture of Dick on the wall, and there’s a picture of who I think is Thomas Wayne. The final picture is that fateful shot of the Drakes and the Graysons, which Alfred is just looking at by himself.
