Several things are wrong with this.
At the time of Batman just starting up, Renee would have been a patrolwoman at most. There's no way she would have been on the force long enough to be dirty the way Ana LuciaAnna Ramirez was, nor a detective. And if they had fudged her time line and used her, they would have made her A DIRTY COP which no one would have wanted (except, it would seem, you. Which, huh?). So instead, they created their own character, a different character. Someone who, when faced with DEATH broke down and cried. A MAN IN THE SAME SITUATION WOULD HAVE BEEN JUSTIFIED IN DOING THE SAME GODDAMN THING.
