When you have that many people left, every single person should count.
It reminds me of one of the major problems I've had with "New Krypton" storyline in Superman is that there are supposed to be only 100,000 Kryptonians left and pretty much no one seems to worry about propagating the species or having more kids (how many women of child-bearing age are left?), - least of all the writers who have killed off a dozen or so already. Heck the New Krypton military (Zod) threatens to kill somebody every other issue. And what Sam Lane seems to planning (and what Earth is now egging him on for) is the eradication of the Kryptonians en masse save Superman i.e. the genocide of an entire species. The moral problems with this in the wake of the Armenians, the Holocaust, Rwanda should be evident to everyone from Superman on down but as it's being told it's not. Earthlings are just mindless followers and the "new" Kryptonians are cannon fodder.
Has no one watched Battlestar Galactica? Throughout the entire series the government/President kept constant tallies of the entire population because there were only a handful left. That's how a real leader faced with the same situation would handle it. Balder should just invest in a notebook and a pencil and he's good to go.
