Right... Well basically Pecha showed up all crazy 'cause he forgot where he was supposed to go with the keystone after Cepheus, though the stop here was probably just him being obtuse. Anyway, it was definitely having some sort of effect on people. We got over to Delphinus and they took him in and made him put down the keystone and seal it up. After that the effect faded.

Apparently he just sorta walked out of Ophiuchus with it? No one really had any warning.
