There are a number of reforms needed in my opinion, but in this situation in particular providing more god damn resources and man power to the police and courts is one of them. Criminals shouldn't walk free because of staffing shortages, incompetence, mishandling of evidence, or lack of training. If we're going to insist on being a society that focuses on incarceration versus correction, or treatment then criminals shouldn't walk because the strain on the system allows for loopholes.
