Being back in this place, looking just like it had...it made Steve uncomfortable. He glanced towards the shield and then his eyes fell to find something else to distract them.
"It's not much of a choice, Tony, I've told you- I don't want to sign anything...I don't want other people deciding when and where we operate." He crossed his arms again. "I'm not going to feel guilty for standing up for what I think is right Tony, I'm just not. After everything that's happened...I can't trust anyone to govern us without an ulterior motive."
