Maybe that wasn't a road they needed to go back down if they could help it. "There's going to be ah, a lot of real estate available, probably for cheap." Assuming financial institutions and the economies of the world bounced back fairly quickly. "If we can find another place to operate out of now, that might be better in the long run. So we don't get tied down to S.H.I.E.L.D.'s agenda." They might have had the same agenda now with the world rebuilding, but the past had shown S.H.I.E.L.D.'s true colors clearly enough. If the Avengers wanted to start anew then they'd have to draw a line in the sand and stick to their convictions from the beginning. That was part of the reason they'd fallen apart.
