"Of course," Tony allowed, both hands up then; there was no question. Even with the risks, it was the best option, the only option so far, on the table. Everything else that would house their group was likely to already be at capacity, and not with friendlies; hotels, schools, even theatres were the first places to fill as the roads became an impassable tangle, and the first places for the infection to spread. They weren't clearing tight areas like that without a lot of casualties, and risking the infrastructure.
"So, who goes?" was the next question, and a tactical one. That was Cap's forte; obviously, Tony wasn't qualified to make that kind of decision. "Who stays here?" he added, because that was just as important. "And--" this is where it got difficult, because they didn't want to be undermanned if the Raft proved to be a deathtrap, but they couldn't risk lax security here because, "what do we do with Loki?"
